About Us

The National Transportation Safety Committee was established by Presidential Decree in 1999 (Keppres No. 105/1999), as a permanent independent institution responsible to the public through the Minister of Communications (see Basic Function Concept Diagram - in
Indonesian or English).

The NTSC is responsible for the investigation of safety deficiencies of aviation, maritime and land transport; although so far
it has only been dealing with aviation and, recently, railway safety.
Based on the results of accident investigations, the NTSC makes recommendations that should be taken to prevent the recurrence of similar accidents. The NTSC conducts research and studies necessary to perform these duties, and to identify possible safety deficiencies (see Investigation Methodology).
The very important aspect of the investigation is that the sole objective of the activity is to prevent accident/incident, not to apportion blame or liability.


Basic Concepts

  • NTSC concept of a single agency that could develop a higher level of safety than individual modal agencies working separately.
  • NTSC can properly perform its function if it is totally separated and independent from any other government agency of the Republic of Indonesia.
  • NTSC has no authority to regulate, fund or be directly involved in the operation of any mode of transportation.
  • NTSC function and task are to oversee the transportation system, conduct investigations and make recommendations from a totally objective viewpoint, and to make recommendations for needed safety improvements.
  • The five members of NTSC are appointed by the President for a five years period (this has not been applied yet).
  • The NTSC members elect a Chairman and Secretary of the Commission for a one year period and on a rotating base.
  • The NTSC Transportation Commission Safety Investigation conducts :
    a. Transportation Safety System Investigations
    b. Accident and Incident Investigations
  • NTSC determines the when, what, who, how and why, of transportation accident.
  • NTSC promotes transportation safety through the recommendation process.


Investigation Methods

NTSC shall conduct reactive and proactive researches. Proactive researches include:

  1. Safety studies
  2. Evaluating the effectiveness of other government agencies’ transportation safety programs
  3. Assessing and reviewing transportation issues

Meanwhile, a reactive research will only be performed whenever an accident/incident occurs (see flow chart).
A database is maintained to identify and project the trends.




To prevent accidents/incidents recurrence, the NTSC develops and issues safety recommendations to other government agencies, the industry, and other organizations to improve transportation safety
